it could be the ribbon connector from the inverter board to the screen itself, or bad part on invertr like a burnt resister near where the black bar is.
if the black bars are on the sides it's pic size needs to be adjusted by p.size, format, wide button on tv or cable/sat. remote press it a few times to get tv picture to stretch, or go into your cable/sat. picture setting to adjust them to your prefernece.
"aspect" button to try (* or #) button on cable or sat. remotes. if you got a defective tv hit the side of the tv to get it back to normal, if it's a ribbon connection problem.
