What is the best proper way to discharge a Cap?
Is it Safe to work on a TV even if it's unplugged?
No its not really safe to work on a tv even if its power unplugged cause it can still holds a charge from some of the big Caps in the powersupply, just discharge them but ALWAYS UNPLUG POWER CORD 1ST, i use a flat head screwdriver & touch both positive & negetive Capacitor's aka "Cap" legs together ( you'll see a spark sometimes ) the black stripe on the cap means the Negetive on the board should see a negetive "-" like that .
